Don't be bashful: if someone is talking on a quiet floor, politely ask them to shush. The offender is usually cooperative. Silence for study outweighs some random person's personal opinion of you.

If you need it to be completely quiet when you study, go to the 7th floor. Off of the elevators go all the way left. It's very quiet there :)

If you get a table make sure to spread your stuff out everywhere so it looks occupied and no one sits next to you
